"The medium of instruction is the language used by the teacher to teach. In any country the language used by the teacher is the language spoken in the country.

There are two official languages in Finland, Finnish and Swedish so there are schools where the teachers will use Finnish and some schools where they will use Swedish.

There are some schools where a foreign language will be the medium of instruction, for example English, German, French and Russian, but they are rare exceptions and expensive choices and you will only find them in few big cities. Even at the university level lectures by local professors are in Finnish or Swedish."
